Swipe in-out timings?

Last week , I attended a meeting with some HRs and Project delivery head regarding wFO index which was lesser for me and other people who joined. In that meeting, delivery head asked the HRs to check the swipe in and out timings as well and make of people who are just doing that. Is it possible for HRs to check that ?
