Should I file ITR for Mom also? No, not every month as sometimes I give money as cash

File ITR for her. You can get in trouble she'll be ok anyways
In the worst case, what will happen? I will get an intimation (or notice?) for filling ITR late and need to pay 1000 as penalty, right?

So like many/some of us, I claimed HRA more than actually paid quoting my landlord pan. Now when he was filing ITR, his CA found this out, probably through AIS. He asked me to get it fixed and vacate. Question:
