Trending @Cognizant; Stuck between a rock and a hard place.

Hi I am a PA in a non-billable role in a project. I am not getting promoted to Associate because my utilisation is not 75%. My manager is least bothered about it and we're working normally like billable associates.

There's no guarantee for my Billability therefore no promotions in sight. I feel severely underpaid since people who joined the org after me have also been promoted.

Can't ask for release because scared of bench period and not getting another project.

What should I do ?

It's a management strategy to keep buffer resources in NBL and that's why your allocation is low. First find another project and then ask to move - staying where you are now is a total waste of time for your career.

But why are they keeping us non Billable? Making us billable will earn them revenue no? Yes they'll have to promote us but that's a bare minimum hike in our salary.

If you go to a vegetable shop they give a bunch of corriender leaves free to the customer to make them happy. Sometimes Senior management uses PA like this to gain other profits from customers. No one but thinks about your achievements here.So find some project where you have some value and leave.
