Struggling with bone fracture

My husband had a bone fracture for his forearm and it's not getting joined It is nonunion bone type We had been through surgery with grafting still no improvement It's been around 9 months Could someone please suggest how can we heal it and make it normal and healthy Does lipus or exogen helps If so is there anyone who could help me to get that.. Kindly help🙏
