Stop pay how to get remove

My closed friend is reporting to mumbai rmg he said no to one project, he was coming to office all 5 days and reported to rmg but they are forcing him to join that particulat project and stopped his pay, ultimati, outlook what to do in this situation ideally they should have escalted him to HR stop pay is only incase of non reporting what to do in this siuation please as HR and senior RMG is not responding
