They could use that money to pay the workers better. Management would do everything else instead of paying a decent salary.
There's probably an imbalance in the number of cheerleaders and developers. Also the salaries for the cheerleaders would probably be considerably less than the devs. I don'ts disagree with you but this is one of those instances where the amount they'll have to spend on the two things will be considerably different. And even if this is a small thing, at least a few people will appreciate this over the 0.5% or even lower hike they would get
