Starting up- looking for a co-founder and seed

I'm planning to launch a fintech startup. I have a solid idea and an execution plan, but my background isn't in tech—which is a challenge since fintech is so tech-intensive. How can I find a suitable tech co-founder, and what steps should I take to raise a seed round for my business? Any advice, leads, or suggestions would be appreciated.
