These things have already started propping up.
The reason is simply the social divide and overloading the city with not enough resources. Which causes locals to hate outsiders (which is understandable because they never asked for the city to be turned into a cement jungle)
Salaries grow for us IT folks but the city gets expensive for everyone else aswell.
