If i didn't get promoted after completing 1 year and 6 months then will i get promoted after completing 2 years? Also who decides promotion for freshers? My manager or my n+1 or BU HR?

I am at B2 level , completed 2 years 3 months I have been getting succeeding rating and have not even received 1 promotion yet.
