Solution required

I’ve attempted the Ocean Practitioner exam twice but couldn’t achieve a passing score. However, my people manager has asked me to clear it since it’s mandatory. I contacted the Ocean SPOC, and they mentioned that I can take the exam from home if I have a BTO exception. What should I do now? If I try to get a BTO exception, how can I apply for it?
