Slow growth in my organisation

I worked very hard for professional growth. Work life balance is good but my promotions are always somehow 2 years late that usual. I don’t know how to overcome this as I get a feeling that my organisation don’t give a damn about me. If I try to give interviews then no one wait for 90 days notice period. Shall I take a risk, resign , upskill and then search for a new job?

Please advise!
