That's why it is a guess.

Slice is an almost bank right now, remember? They bought a stake in North East small finance bank. They have a working app and they need about bank.
Bank has the license but no working app.

Slice is transitioning to a bank as they are merging with NE SFB. This is step 1 where they want people to use the app for more than credit needs, and then slowly they will start launching more bank like products like liabilities. Why UPI? Because it’s best way to attract DAC and multiple tails winds for some one to create another PP or GPay.

Better question to ask is why not. Fintech is fintech, even banks have their own UPI applications when they don't need to. It all depends on how you want to capture and retain users.

Npci has capped market share to 30% this has be achieved by 2024 end. They want to do this to avoid collapse of the system.
With Paytm out many apps will try to conquer.
