Leave asap. This salary and experience are not at all proportional to each other. Come out of the comfort zone atleast now or regret for the rest of your life. Think about your family and financial conditions and move out. Growth comes at the expense of a comfort zone man.

CTC is less but you cannot just leave without having another offer or business plan. I suggest to improve skills at your experience, technical/management... Do some certification. And continue to look for good opportunities.
At 15+ years experience opportunities are less ... so you need to continuously search for opportunities. And when you have one, hit the goal.
