Should i leave?

My current ctc is 9.3LPA with 4.2 yoe(C1) in TCS. Right now i am having an offer of 16 LPA from a product based startup company but its reviews are quite negative from work culture pov (on glassdoor/ambitiobox). TCS is giving me +2Lkh hike as retention and onsite promise. Should i stay in TCS and prepare for better companies or leave it and move to the startup.
