Should I join Hexaware?

I have an offer from Hexaware (currently WFH), where 5-7% is variable.

The HR told me that you would get 100% of the variable here at Hexaware.

I have one other offer as well from a small product based company with only work from the office and a more or less similar package.

The package is slightly better and Hexaware if including the variable pay, otherwise it's similar.
