Should I consider myself rejected?

Had an interview with MF company had 3 rounds, last one with CTO, she said next round is going to be cultural fit round. After 1 week reached out to HR regarding that round, she said it’s going to take some time. It’s been like 3 months, no communication from their side. Should I consider myself rejected?
