Shall I Resign without an offer?

I'm an SDE (Springboot,Angular) with 3 YOE, haven't got hike for last 2 years, but I'm getting calls from Naukri everyday, I would like to completely focus on job hunting to crack the interviews.

Ive got an offer actually I declined because of less pay so now Im confident that I can crack the interviews and have 6 month backup . What would you recommend me?
