Scam Alert! "100% cash offers only" feels like scam guys. You reach the spot with cash and the guy loots you.

Why else would anyone do "distress sale" when upgrading to new car instead of selling it in regular channels like Spinny or exchange at dealer?

Definitely something fishy.

Cash just means no loan, transfer is fine too doesn't have to be physical cash and like I said exchange allowed after inspection. No scam here sadly.
