Selected at Cognizant but offer not released due to internal changes

Cleared all technical + HR rounds at Cognizant for a Java developer role.

HR discussed CTC, documents, and I was waiting for the offer letter for ~3 weeks.

Today HR called and said my profile is “on hold” because of internal rule changes/manpower approval issues, and they’re not issuing the salary offer right now. They said they may contact me in future if there’s a requirement.

Just wanted to understand:

• Has anyone faced a similar situation at Cognizant or other service companies?
• Did they eventually release the offer later?
• How long did you wait before moving on?

Feeling confused because everything was cleared and salary discussion was already done.

Would appreciate honest experiences/advice.
