Seems AI Impact Summit event mainly for?

For AI companies and models like OpenAI, Grok, Gemini, DeepSeek, Anthropic, etc., which country organized an AI summit before creating these AI tools? Then, why does India need to organize this summit? Instead of wasting money to invite delegates from other countries, can’t we provide that money to our Indian tech companies for R&D to create such AI models?
