Seeking insights for a friend

Hi Folks

One of my friend has recently interviewed with Siemens and got selected for cloud services role. She has asked for 18 LPA and mentioned negotiable but offer letter came out of the blues for 23.5 lpa it’s like 20 is fixed and rest is variable. Now she wants to confirm is it ok as she is getting role of manager PL9. Please share your thoughts.
