Seeking accurate info on RTO compliance and bands!

There has been a lot of discussion about rto compliance and how it affects the band. Some people say u straight away get a 'C' and some say otherwise.

If someone here is from HR or management, please put forth some trustworthy info on this matter. Please don't comment 'what you heard from others'. Please mention ur source if possible for our judgment.
