The time you become old enough to buy pads for your mom, like 17-18, usually she hits menopause by that time. That's why it's rare.

And nowadays in many cities people talk about it openly. But still even in metro cities I see young girls still getting pads wrapped in news paper from the shop, and even if shopkeeper forget they explicitly ask to wrap it with newspaper.
