Good response. I read about the hardware capabilities that OpenAI has at its disposal. It's a system of 285000 CPU cores, 10000 GPUs with robust cloud infrastructure hosted in Azure.
This itself is a big thing to overcome. OpenAI has raised $11.3 billion in funding until now. So, he is right it would be pretty hopeless to do something like them with $10 million.
Though, in the heat of the moment, I guess this may spark the bright minds to do something about it and come up with something that has not been done before.

Hey comeon, he is patching things up. Watch the video carefully, if you see his body language, it was not really about 10M. He was being a bit cocky(which is fine, it's healthy) and proud of his company in saying 'you can't match us, we are best'. That tweet tried to cash in and show it in poor light, which was actually wrong....!
