Salary Negotiation

Hello folks looking for some input on below dilemma LWD : 3 June 2025 Offer 1 : 16 lpa from EY GDS Offer 2 : 21 lpa from a small startup which is a subsidiary of us based small startup by indian people, had client interview the client is customer of maang and this project is in collaboration with faang. The interview was taken by faang employees. Should i negotiate with ey? What should i do if they don't agree.
