Just want to get the information, Will HCL keep hold of 1st and 3rd month salary when we are in notice period ?

Salary hold in Notice period
I resigned from HCLTech on 28 OCT. After that I got my oct month salary. But they have put my Sep salary on hold.
After raising my concerns, they informed me that they would place one month's salary on hold for employees who are on notice.
Is this policy also being applied to other employees?
I find this to be an unacceptable practice.
