Trending @Accenture; Salary hike

I've been in CL 12.1 since I got promoted last year but without hike.. whenever I reach out to my TL regarding level movement, he says it's not possible...what to do?

Yes, but I'm stuck at 12.1. And as per my TL there are least chances in the comjng months as others are waiting for level movement too...Shall I wait for CL - 11 or swtich my JOB?
