Salary compensation TCS vs Offered for 5YoE

I've been into with TCS for 5 years I have 3 YoE into Azure Data Engineering. Current CTC 4.7LPA.

I recently got an offer from another MNC of (13.5+ 0.5)LPA in home location. I have also got an offer of (15+1)LPA from a Bangalore based start-up and other benefits include food card worth 3k/month, travel allowance up to 4k/month and relocation bonus of 50k one time and other learning benefits and vouchers.

Am I low balled? Please advice.

I have 3 HR discussions in pipeline, 2 of them being Big4. How much should I ask?
