As an ASE, if there is no promotion due to bad luck even completing 2 years also at least how much salary hike will be given after completing two years?

It got reduced and now <20%. Its a normal competitive cycle for ASEs as well. Difficult for projects to even push. I understand your situation mate. I have 10 ASEs in my team with 3 years of experience and quota is 1-2 in each cycle
