can we swipe in office in the evenings too for one hour? around 8:30pm, will it still count for that day?
as I’ll be travelling to base location, I’ll reach around 7:45 in the night, will 8:30pm swipe in works for that day?

Yes only if office is operational at those hours. And even a minute works, just have a tea/coffee from the crap machine and swipe out you are good

So if I go to office at 12 pm (swipe card) and leave at 3 pm (swipe card ) is that okay cause I'll be traveling to different state

I see people whom I know living in same city nearby the office, comes at 10 attends a stand up and leaves merely staying an hour. 3 is more than enough
