Roadmap to moving out!

I will have experience of 4yrs(Mobile app dev and C++ embeded systems/automation) by this September as a software engineer. I did dream of moving out and working abroad, maybe in Germany or some place else if opportunity serves. Now how do I proceed for this. How do I apply for jobs abroad. Any specific platform? And if incase I wanna target Germany, do I need to learn German first? Any and all suggestions welcomed.
