It's just a trap. Ask MSI letter. If you get the msi letter, you can think of staying back. Without any documented proof, don't fall in a trap.
Msi letter should come officially from wipro. Not from your manager.
There is no right and wrong it is all situational. You will need to consider multiple factors like:
How are you treated here Vs the culture of company of which you are holding the offer?
Is the retention benefit already given in writing?
Retention benefit Vs holding offer?
Service base Vs Product base benefit.
Current work exposure Vs Project from new Company.
You have taken a step dont come back explore new things. If you comeback things might not be the same how it was. It would be like you came back just for money. Try moving out and learning new process. By the way this is my personal opinion. All the best

Bro this is trap , I am also in same position from 2 months after on notice period , they told they give promote and give match salary but they didi not . Thanks it did not work out as I got much better offer which Wipro can’t match
So are you still with Wipro and why didn't you ask your manager to send you the revised offer letter
Even am putting down the papers , is it safe to stay if wipro says we will the hike and promotion

Depends on your offer if you have good offer it is always better from service company
