Retention policy in Tcs

Hello,
My experience was not good , I have resigned in Feb ' 24 , and HR came for negotiation during last week. We agreed on salary incremental for 55% but they offered the effective start date one month after the ending of notice period and release of offer letter after completion of annual compensation process for C3 and above grade. The HR has also given me this in writing on email. On 8 June , the C3 and above grade compensation letter were released but till today I have not received my revised letter. I am following up for the same on email but HR replied that consolidation process is going since 8th June , and till 01 July it is not completed it. I mean to say they will come with new excuses but they will do what has been discussed. I am now frustrated, I am thinking that have I made a mistake by not changing the TCS.
