Retention bonus policy

Heard from colleague that Retention bonus has been discontinued and added to the Personal allowance component on monthly basis? Does anyone got any letter on this? Component added to personal allowance is beneficial for employee?

Who joined in July only those folks got. So depending on the joining month this letter should come. This started in June and will continue till next year may
