Resignation without offer letter

I am an AWS cloud developer with a python background. Just wanted to know if it is safe to resign from an existing company without having any offer letter in hand ? I get calls for an interview but as my notice period is of 90 days so most of the company rejects me due to such a long notice period.

Please let me know if it will be a good idea to resign without an offer letter.
