Currently I am in Free pool and I ask to my hr to give realse with in 15 days but they can't give they said all associate have to serve complete Notice period what should I do now.i want realse with in 15 days.

Normally Hr will have access to release you. But from recent days, Hr people are saying that they can't release you

Im pasting the same answer again and again. "Legally no company can hold you if you are okay to pay back or buy out yourself. But wipro being wipro - they do it all nonsense. No higher management can give you early release. Not even directors. Trust me i have tried. Whats the point of being in a position of authority if you can't exercise it. They all are just puppets and the company is just bad for everything. So better to get yourself out of it by serving the complete notice period or directly talk with your practice CEO cause all others are just puppets as i said."
