Resign or release

I have been trying to get released from my project but didn't had any luck so I have resigned as past two years management was worst. Irregular shift greatly impacted my health also I'm in same support project since 5 years. Now when I resigned my manager saying yes you have worked for long here let's get you release. He said he'll give me fixed date in next week. Then you decide if you want to stay or continue resignation. I'm confused here i have heard many people complaining that their manager promised release and backed down at last moment. I don't want to happen that to me Once I take my resignation back and if they backed down about release in last moment I have to stay here 9 months more Please guide. Thank you.

Do you have any offer in hand? If no offer, get release and try other project

No I don't have any offer in hand. Currently I'm upskilling for data analysis, As l already have SQL experience in a project , thought after getting released will try to join project which offers DA role.
Because on support experience it'll be bit difficult to get offers.

Your resignation will not stop them from releasing you let them release you then you take your resignation back but one more thing there is no guarantee the other project management will be good because in TCS management is worse in most of the projects
