Relocation threat or request

I have a BA profile and am on the bench for last 30 days and I am getting continuous requests to get the project in some other locations,

And when I say I am open to any domain its just location I cant change due to some personal reason.

They start saying that IT is going through a rough patch and we may not have projects for long from your location, continuously insisting for relocation.

Who will bear the cost of relocation considering that even in one year there was no salary increment.
