Is there any policy that employee needs to be in the project for at least 36 months before getting released from the project?

Nope. I have barely ever completed 36 months in any project.

There is no policy like that, it's all on the manager. The manager can release you the next day or keep you indefinitely.

Minimum of 2 years is what I know of and anyways it's upto managers discretion.
