Release criteria

Hi Guys,

Is there any criteria to get release from the project. I’m in a project from 4years now I want release. Will they give release? What will they do?

And also now promotion is initiated so is it best time to ask for release now or after the promotion result should I ask!?

If I get release now, will then will appraisal be applicable for me!?
