No they don't release, they will change your project inside only or they ask you to go through the lex courses

If 18months complete apply IJP. No one including your manager would know that you aoplied. He will just get a notification once you are selected

One more suggestion Send one mail to manager with looping higher management, Add your point clearly why you want to be get out from current one.

There is no way to get release from prj but if you serve the notice period then you will release from prj.
