Regarding token amount refund of a new flat

Do tcs have a dedicated tcs toll free number to solve employee issues like I paid a token amount to purchase flat after two days due to financial issues I need to drop from purchasing and when I asked this to builder to refund my token amount he is denying and I don’t know to whom I need to approach when i searched in internet electronic copy of fund transfer is enough to get refund of token amount within 45 days and as per rera also only 2% deductions should be done on token amount to refund and I have only transaction details in phone pe

Can anyone please help if you aware anything about this or how to handle this situation with tcs management help? As in my previous organisations managers help to solve this type o issues and I am not aware of tcs please help
