My partner gets hardly 16 for his 10+ years of experience. Of which 5 years is SAP related. He’s a functional SAP consultant. For functional role consultant is this a decent range ?

Underpaid. Atleast you should get 32-35. Recently someone joined he is getting 21 with 6.5 years.

He 0 knowledge in coding..hard-core mech engineer..having 8+ YOE..Can I learn and switch to SAP now to get paid more than 20Lpa.?my current ctc is just 12lpa..Im Not interested in coding and developing

Underpaid or overpaid depends on your skillset. Not just yoe.
But it's fine you can probably live a decent middle class life if you are frugal with money
