Question: Why doesn't TCS start laying off dead weight in the organisation?

I believe the count of employees in TCS has reached roughly million and still increasing. Why are there no mass layoffs? My real question behind this post with all due respect is why are there no actions taken towards people who are not performing consistently or even bare minimum required?
