In case of a health emergency or travel conflict, is it possible for someone (spouse/friend) to submit the company laptop and ID card on my behalf on the last working day?

Has anyone done this before? What process or permissions are required from HR or TFS? I want to ensure compliance but may be unavailable in person near my last day
