Question on Accenture hiring process

My friend had attended an interview for QA position in Accenture. She got through the initial screening and was asked to upload documents for further processing. She was also informed that she would be getting an HR call for salary negotiation. But recently she got an email saying due to certain recent developments we are no longer hiring for the applied position. And the role which she was screened is in inactive state now. What does this mean?
