Query regarding promotion

Hello Guys,

I have an experience of 3.5+ years now and from the last two years have received two A bands. I have approached my manger multiple times to have my promotion initiated but he keeps saying will look into it and you will have one in 6 months. Its almost 10 months from the discussion initiation so I confronted him last month to which he said he will do initiate in upcoming cycle which will be probably in March. Does anyone has any idea about upcoming promotion cycle.

Also, I have heard tha the manager can initiate the promotion outside cycle duration and the same will reflect from immediate next quarter. Is this true?

Also seeking some advice from how can approach manager to seek release since I am in the support project from the very start and still no progress in terms of grade (was already at digital cadre) plus no good opportunities
