Query regarding client billing

I recently was removed from the client testing team, I no longer have access to the client desktop. So now working for development team on tcs environment. But I heard my manager talking to someone that there won't be billing for me by client or something along those lines.

Can someone pls guide what it means? And for development team offshore, doesn't it still come under client??
