A few months ago, on MyTe, Accenture added a disclaimer that "the internet bill has to be for a place within the base location or approved location or client assigned location." So if I am working from home from a location that's not my base location but I do go to the office as per once a week policy, can I not submit the bill for my home location? What does approved location exactly mean?

Don't argue like that they wont let you go to office which isn't your base location

No I just wanted to know if I can still submit my internet bill if I am not in my base location for most of the time except for 1 day a week when I am in the office.

It will be rejected rather just edit the pdf with your base location address that's easier
