Query on Buy out option on resignation

My friend resigned recently and he only wants to serve a 1 month notice period. He is looking for a buy out option for the remaining 60 days. But the manager is not approving it, not responding to pings also now. Please suggest how he can buy out the notice period. Even Hr is not responding because he is not getting approval from the manager.
